The Housing Choice Voucher (HCV) program, also called Section 8, is an important way for people with low incomes, seniors, veterans, and people with disabilities to afford safe and decent homes in the private rental market. 
 

What Are Housing Choice Vouchers?


The HCV program is funded by the U.S. Department of Housing and Urban Development (HUD). It helps pay a large part of the rent for those who qualify, making it easier for them to find homes that meet their needs.

People who get these vouchers can choose any home or apartment where the landlord agrees to take the voucher.

The government pays part of the rent directly to the landlord, and the person who gets the voucher pays the rest. Local public housing agencies (PHAs) are in charge of running this program and handling applications.

Because many people need help, most PHAs have waiting lists.
 

Current Status in September 2025

Right now, many PHAs have closed their waiting lists because so many people have already applied. For example:
 
  • The Home Forward agency has a closed waitlist, and notifies applicants months after they apply.
  • Some places, like Sacramento, help people by appointment if they need assistance with applications or want more information about open waitlists.
  • The Denver Housing Authority closed its 2025 Housing Choice Voucher lottery, and only allows people to apply if they meet specific income limits based on their household size and the local average income.
 

Protect Yourself from Scams


There are scams where people pretend to offer vouchers and ask for money. Remember: You should never pay anyone to apply for a housing voucher. Real programs do not charge fees to apply.

Changes in laws or government budgets might affect the funds available for this program. As of now, more than 2.3 million households in the United States use Housing Choice Vouchers.
 

How to Apply and Stay Updated


If you want to apply, contact your local public housing agency or visit their website to find out when applications are open. Many agencies have online systems or phone hotlines so you can check your waiting list status.

Always use official resources, like your local housing authority or HUD announcements, to avoid scams and get the most accurate information.
